Speaking to Capital FM News on telephone from Kitui, Chairman Kinuthia Wamwangi said that following the swearing-in, a one week orientation for the governors will be conducted to familiarise them with their duties.
He further stated that plans are at an advanced stage to ensure that all governors, who will control devolved funds at counties, get security and transport.
?Identifying offices for governors, county assemblies as well as residences for county chief executives has been a difficult task for the authority, but we have succeeded and we are sure we will be ready before the swearing in on March 20th,? he said.
He indicated that this is because urban centres and towns set to house the devolved governments have poor infrastructure.
?It is up to committees headed by county secretaries and commissioners, and coordinated by the Transition Authority, to ensure the incoming county officials find offices,? he said.
He also pointed out that the authority also plans to induct the State officers on their swearing-in ceremonies and how to conduct themselves in office.
He said that Judges and Magistrates who will swear them in are on stand-by.
The Treasury has set aside Sh6 billion for the salaries of county State officers, some of whom have been seconded from the Central government.
The TA chairman explained that the monies will be used to set up transitional structures before Parliament budgets for the devolved units.
He also stated that in the new system of government, a national and county register of assets will be created to ensure that all public property is accounted for.
