employee winning awardAbsenteeism is an issue that affects all employers, all year long. How do you motivate employees to cut down on absenteeism? Offering perfect-attendance awards may not be the right carrot. Here?s why.

  1. It won?t motivate the employees who feel that achieving perfect attendance is too lofty of a goal. You?ll likely find that it?s the same employees getting the award; the others won?t care and won?t bother.
  2. It?ll drive some employees to get to work no matter what?no matter that they have the flu and wind up infecting others who then have to take sick days.
  3. It punishes non-abusers. Theo??reti??cally, an attendance award is supposed to motivate those with poor attendance who see nothing wrong with calling out ?sick? in order to recover at the mall, a casino, or the beach. However, you?ll wind up having to take the award away from an employee who has a great attendance record, but then has the bad luck of having his or her car break down one day.
  4. The award must be just right. Too large?see No. 2. Too small?see No. 1. Giving extra time off is counter to the goal of the award, which is having employees at work.
  5. Watch the Family and Medical Leave Act. You know you cannot count FMLA absences against em??ployees. But does the employee who misses out on the award due to a one-day absence for a family emergency and sees a co-worker receive the award despite being out for weeks at a time? You can explain the law all you want, but the em??ployee will likely still be demotivated when comparing attendance records.
  6. Beware of how you define ?perfect.? It should never include legally protected time off, such as jury duty. You also don?t want to discourage employees from using vacation time because it sends the message that your company doesn?t respect employees? need to relax and recharge.

What to do instead

Should you really reward employees for doing what?s expected of them: showing up for work on time every day?

Treating absenteeism like the disciplinary issue it is may be more effective at curbing abuse. Follow your company?s discipline policy when employees violate the attendance policy. Rate attendance, reliability, and/or dependability on performance appraisals.

True to form, carriers won't stop being so coy about the HTC One. We still haven't received any official information regarding the flagship's pricing or specific availability, but thanks to one of our eagle-eyed tipsters, we at least have a solid idea of AT&T's particular plans for the device. The operator is set to begin pre-orders of the One this week, with the 32GB flavor being offered in both silver and black hues for $249.99. The exclusive 64GB model likely won't be ready in time for early adopters, but it'll go for $299.99 once it does show up on store shelves. Our tipster tells us pre-sales will begin in the retail channel on April 5th, while pending marketing materials indicate the One can be pre-ordered online the day before. Reasons why Vietnam's real estate market has ... - Property Report

Difficulties in real estate market in the second half of 2011 have extended till the end of 2012. All regions and segments experienced lack of liquidity; many businesses went bankrupt, and many brokers gave up their jobs, etc. The confidence in the market hardly increases even when investors decrease property prices and provide buyers with many great deals.

First of all, difficulties of the macro economy should be mentioned. Vietnam?s economy in particular and the global one in general continue to face recessions and crises. In 2011 and 2012, the fact that businesses made lower profits led to limited investments in the real estate market. Many people had to sell their properties to address difficulties in other businesses.

Over the last two years, many real estate projects have been delayed or stretched due to loan cuts. For projects with investment up to hundreds or billions VND, investors often faced financial obstacles because banks refused to lend to them. In the past, even when the projects were unfinished, they could still sell their properties and quickly gain super-profits. However, the situation has changed. Now even when the projects are finished, investors still have great difficulties selling their properties.

Secondly, there is a lack of information and transparency, which leads to a distorted market and ?investment in movement?. Perhaps only in Vietnam can anyone become real estate investors without knowledge about the market and investment, which in turn contributes to the lack of professionalism of the market. The number of real estate companies has considerably increased; nevertheless, most of them are newly established or separated from real estate ? unrelated fields such as garment and textile, petroleum and agriculture. Many Vietnamese businesses with limited resources still invest in different projects, resulting in unprofessional and inconsistent working procedures.

Thirdly, ?chain effect? resulted from property speculations has created ?real estate fever?, forcing property prices to rocket. Many people buy properties, then sell for a higher deal and use this amount for further investment. To illustrate price increase, we can use a specific economic problem. Indeed, this problem has many complex variables, so to make it easier to understand, let?s imagine: Suppose that there are 10,000 speculators within the market with 10,000 houses priced X. The first sell his/her house for X+1, then use this amount to buy the second?s house at X+1 for further investment with a hope to sell at a higher price of X+2. Then, it is obvious that if these others want to sell their houses, they will price them X+1. Just like that, the first sells the second which creates ?chain effect? and pushes the market to a new price level with just a hit from the first buyer.

If transactions within market derive mainly from consuming demand, the price won?t be determined by ?confidence? and ?sense? like speculations. Similarly, when there is a lack of confidence in the market and a decrease in money flow, there will be reverse effects. The first one cannot sell his/her house at X+1, but X-1 for debt payment, and so does the others.

Fourthly, property prices, especially housing prices in big cities have been too high in comparison with people?s average income and development level of the economy. For years, property-market speculation, investment in movement and chain effect, etc. have been driving housing prices to high levels. The real estate bubble is likely to have been blown up to a maximum level and cannot be maintained anymore. Meanwhile, the macro economy continues to experience recessions with high inflation, causing housing problems for the poor with low income.

Fifthly, despite constantly increasing supply, the commodity structure of the real estate market is not balanced among segments and regions, thus hardly meet society?s demand, leading to a growing gap between supply and demand. Due to spontaneous development, many investors only focus on housing for high-income people, resulting in abundant supply for this segment. Whereas, the high demand in other segments including mid and low ones or rental housings in urban area are ignored. In addition, many projects are behind schedule, short of infrastructure connection and then abandoned, causing waste of the State?s land resources and investment.

Next, confidence in the real estate market is declining. Many people begin to realise that the property prices are too high, and expect prices to keep decreasing. Investors with financial problems, on the contrary keep selling out as many properties as possible at lower price rates with a hope to increase sales. As a result, the price is assumed to decrease more and more and few transactions are made.

Finally, the most important reason is due to governance and management with so many shortcomings in the legal system. Such inadequacies create favorable conditions for speculation, underground trading and tax evasion, which help some to easily make a lot of money out of real estate, while the majority still faces housing difficulties. Additionally, loopholes of the legal system fail to protect ordinary people when buying properties.

(AP) ? For most people in Myanmar, it will be a novelty when privately run daily newspapers hit the streets on Monday. Many weren't even born when the late dictator Ne Win imposed a state monopoly on the daily press in the 1960s.

But for 81-year-old Khin Maung Lay, the rebirth of daily newspapers is like a second lease on life. He is chief editor of Golden Fresh Land, one of four dailies going on sale Monday as Myanmar takes another step in its march toward democracy.

He's old enough to recall there once had been a big and vibrant daily press in the Burmese, English, Indian and Chinese languages in the period of parliamentary democracy after Myanmar, known then as Burma, won independence from Britain in 1948.

Khin Maung Lay worked as a senior newsman at the Burmese language Mogyo daily before it was driven out of business by government pressure in 1964.

Now as chief editor of Golden Fresh Land ? the name sounds less awkward in the original Burmese ? he heads a team of young journalists he recruited from various weeklies, who have only the briefest of acquaintances with the concept of a free press, having grown up under the military government that ruled for five decades. They are up against some media behemoths and papers belonging to the country's top political parties.

Khin Maung Lay acknowledges there are innumerable challenges ahead, but said he is ready to face them "in the name of freedom of press." He's well acquainted with the cutting edge of the concept ? he went to jail three times under Ne Win, including a three-year stretch in "protective custody," a catch-all phrase the military regime used as a reason for imprisoning critics.

"I foresee several hurdles along the way," he said. "However, I am ready to run the paper in the spirit of freedom and professionalism taught by my peers during the good old days."

The newspaper renaissance is part of the reform efforts of President Thein Sein, who, after serving as prime minister in the previous military regime, took office in March 2011 as head of an elected civilian government. Political and economic liberalization were at the top of his agenda, in an effort to boost national development.

The press has been a major beneficiary. The government lifted censorship in August last year, allowing reporters to print material that would have been unthinkable under military rule.

It's not smooth sailing yet. The draconian 1962 Printing and Registration Act remains in place until a new media law is enacted. It carries a maximum seven-year prison term for failure to register and allows the government to revoke publishing licenses at any time.

The government announced in December that any Myanmar national wishing to publish a daily newspaper was welcome to apply and could begin publishing on April 1.

There were nearly two dozen applications, and Golden Fresh Land was one of 16 to win approval. Others include dailies to be put out by opposition leader Aung San Suu Kyi's National League for Democracy party and Thein Sein's ruling Union Solidarity and Development Party.

The Voice Daily is making its debut Monday, issued by the same group that has published a popular weekly since 2004.

"I am very excited that we are finally printing daily editions. It is a dream come true because that was our objective when we began publishing the Voice Journal in 2004," 42-year-old editor-in-chief Kyaw Min Shwe said Sunday, as reporters hustled around his newsroom to put out their first edition.

He said the established government newspapers have an advantage in terms of money and distribution, but "I can say with absolute confidence that we can compete with government papers in terms of content and quality of news."

Most coverage of local and national news in the state press is little more than the equivalent of government press releases, typically reporting on less-than-riveting topics such as the names of all the officials who attended the inauguration of a new bridge. Opinion pieces invariably reflect conservative positions that seem decades behind the times.

Aware of its vulnerability, the English-language state paper, the New Light of Myanmar, is seeking a joint venture partner to help with a makeover.

The entry of the ruling Union Solidarity and Development Party, called the Union Daily, plans to make use of its strong financial base. The pro-military party, which holds a strong majority in parliament, is backed by many tycoons. Chief editor Win Tin said the paper will be distributed free of charge for the first 10 days beginning Monday.

"We are financially strong and we have many experienced people," he said, adding that the party will have its own separate propaganda sheet and that the newspaper will not be a mouthpiece for it.

Strong competition will come from savvy big media groups who say they will launch later.

"We need more time for preparation. It is quite challenging for the reporters to switch from weeklies to dailies," said Nyein Nyein Naing, executive editor of the 7-Day weekly news journal.

"We need more time for preparation and we have to have test runs before we start the daily edition," said Dr. Than Htut Aung, CEO of the popular Eleven media group, which plans to launch The Daily Eleven on May 3.

"I will print my first daily edition on May 3, Press Freedom Day, because it is very symbolic," he said.

Tanzania pulls 29 bodies from rubble of fallen building

DAR ES SALAAM (Reuters) - Rescue workers have pulled 29 bodies from the rubble of a collapsed building in Tanzania's commercial capital Dar es Salaam, a senior official said on Sunday.

The building of more than 12 storeys, which had been under construction near a mosque in the Kariakoo district around the city center, caved in on Friday morning. Several cars were crushed and boys playing soccer nearby were among the dead.

"We have now recovered a total of 29 bodies from the rubble of the collapsed building," Dar es Salaam Regional Commissioner Said Meck Sadick told Reuters.

He said workers were now reaching the basement where there was a store for equipment and more bodies might be found. He said digging would continue until all bodies were recovered.

Tanzania's buoyant economy has fuelled a building boom, especially in Kariakoo and the city center. But the speed of construction has raised concerns about safety standards.

President Jakaya Kikwete, who visited the scene on Friday, ordered authorities to act against responsible parties. Police said four people had been arrested over the incident.
